I can not reproduce this bug, does it happen every single time? Normally you should start the set up and the edge education follows. 
Could you add more info?

  1. Take your brand new Ubuntu Phone out of the box and start it up for
  the first time. (Or flash a test phone.)

  What happens: The first words you ever see on the phone display are
  "Right edge".

  What should happen: The first words you ever see are more welcoming.
