If it's a "future consideration", it probably isn't described in a spec
yet ... and even if it is, the spec hasn't been linked here.

Bug description:
  Steps to reproduce:
  1. long-press on a launcher icon
  2. release
  3. long-press again

  Expected:
  3. you can drag the long-pressed item

  Current:
  3. quicklist closes

  Desired solution:

  As described in bug reports Expected behaviour. User should be able to
  enable  item reordering even if quick list menu is open. Note that
  quick list should disappear when item is moved like the case is with
  the first long press.
