  Can't bottom-swipe to manage dash when no favorite scopes

Status in unity8 package in Ubuntu:
  In Progress

Bug description:
  Steps:
  * unfavourite all scopes
  * press back (see bug #1400762 too)
  * swipe from the bottom
  * rinse'n'repeat

  Expected:
  * you should go in/out of Manage dash as usual

  Current:
  * you're stuck in a blank dash
