  smart-scopes-proxy reports JSON parsing errors if network is not
  available

Status in unity-scopes-api package in Ubuntu:

Bug description:
  It seems that network failure is not correctly handled where it should
  be while fetching list of remote scopes, and we attempt to parse empty
  string:
