[design] [Launcher] Consider removing launcher hide time out

Bug description:
In user testing some users were confused when launcher kept hiding
when they were trying to look at the items to find some specific
application. They even tried to keep the launcher open with one finger
  while scrolling with another.

As far as I remember the Launcher is the only place where we use hide
time out (inconsistent). I agree that it makes sense to have a time
out when desktop in question mouse is used as a pointer device. But
on the phone and other touch devices where launcher is revealed with
edge gesture I find it irritating and doesn't really serve any
  purpose.

I would consider removing the time out from touch devices.
