This bug was fixed in the package ubuntu-keyboard -

Bug description:
  Currently the suggested pinyin characters are almost always wrong,
  with the correct suggestions being a long way down the list of
  possible candidates.

  Steps to reproduce

  1. Enable pinyin layout

  2. Type "pinyin" and press space

  Expected output

  拼音

  Actual output

  A different pair of characters.
