I'm hesitantly saying this could just be due to the translations not yet
being ported over by the translation teams?  That seems like too easy an
answer, but when I ported the code over from system-settings, I did test
that translations in the wizard happened (if they existed).  And the
fact that unity8 appears translated after the wizard is a good sign,
because the wizard is part of unity8 now.  So if unity8 is seeing
changed strings, the wizard would too...

Bug description:
  Test case.
  - Flash the phone with vivid-proposed 56 (mako).
  - Select Spanish as language.

  Expected result.
  - Wizard switches to Spanish.

  Actual result.
  - Wizard remains in English. But when it is finished, Unity8 appears correctly in Spanish.
