  To reproduce a problem:
  
-  - Open a more windows of an application (for example a browser). 
-  - Make one of them "always on top" using the right click menu of the window's titlebar.
-  - Scroll through the windows using the mouse wheel over the opened application's icon in the dash.

  Result:
  
  When scrolling through the windows of an app this way the "next" window
  would show up, and also the "previous" window would disappear. This
  happens with the window that was set to be always on top.

  The "always on top" application would stay always on top.

  I can understand the logic behind the current behavior, but it is is
  counterproductive. For example: There is an online todo list, which I
  prefer to use. I usually move this todo webpage in a separate small
  window, make that window always on top, and move it to the bottom right
  corner of the screen. I would expect this window would stay always in
  front of other windows, however scrolling through the browser windows
  would not only move this window in the background, it hides it
  completely.
  
  In my opinion scrolling through windows with the mouse wheel should
  _only_ bring forward the next window, it should not  hide other windows
  (regardless if they are "always on top" or not)
