Title:
apt should recommend to use apt-get clean in some error cases

Status in apt package in Ubuntu:
  Triaged

Bug description:
Initially I was upgrading Ubuntu using apt-get and the upgrade of
smbclient failed. Im running ubuntu 12.04 (upgraded from 10.04). This
is an annoying error since although I never run smbclient myself an
error icon is now permanently displayed on the barat the top of my
desktop: "An error occurred. Please run Package Manager ...".

Here is the output when I retry the upgrade using apt-get -f install:

The following packages will be upgraded:
    smbclient
1 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
39 not fully installed or removed.
Need to get 0 B/14.0 MB of archives.
After this operation, 9,216 B of additional disk space will be used.
