Title:
hardware LED should indicate charging status

Status in Ubuntu UX bugs:
  New
Status in unity8 package in Ubuntu:
  Confirmed

Bug description:
It would be very useful if the hardware LED on phones would indicate
the charging status. For example having the LED flash red while
charging and white while being fully charged but still plugged. That
way one can immediately see when the phone has finished charging.

Given that those LEDs are all RGB nowadays we could even be more
clever. How about something like this?

  * you plug an empty phone, LED turns on, lights red
  * as the phone charges, the LED does a color animation towards green

so you could see a half charged phone when the orange light is glowing
or know it's mostly ready when the light is greenish.

Obviously any charging state indication should be overridden by the
blue one for indicating missing calls/messages we already have.
