  Large empty space above Manage header during bottom gesture

Bug description:
  Somewhat related to bug #1403045

  Steps:
  * touch the bottom of the screen
  * start moving up slowly

  Expected:
  * top edge of the Manage pane moves with your finger

  Current:
  * a large empty space appears at the bottom and moves with your finger
