[Bug 1392969] [NEW] The welcome wizard lacks a timezone selector

After flashing and completing the welcome/first-boot wizard, I have to
manually set the timezone in the settings.

AFAIK, most other phone OS directly ask the user to set it during their
welcome wizard.
