  bottom edge arrow label comes in when it shouldn't

Status in unity8 package in Ubuntu:
  In Progress

Bug description:
  Pull the manage dash from the bottom edge, click on a temporary scope.

  => the bottom edge label slides in for a second and fades out again.

  It shouldn't appear at all.
