  Seems it was not updated from the mirror list on
  https://launchpad.net/ubuntu/+archivemirrors for a long time

  for example, Yuan Ze
  University(https://launchpad.net/ubuntu/+mirror/ftp.yzu.edu.tw-
  archive) is not in it
