In vivid the icon just gets highlighted (it's dark grey / semi-
transparent by default).

  Messages icon in panel not turning green on update notification

Status in unity8 package in Ubuntu:
  Invalid

Bug description:
  Today I got a notification for a system upgrade incoming but the
  Messages icon did not turn green even though the messages list
  contained the message and the blue device LED was flashing. Here's a
  screenshot:
