Title:
Apt reporting wrong package size for large packages

Status in apt package in Ubuntu:
  Invalid

Bug description:
Bug #815895 and #250909 deal with the same kind of problem, but in a
different manner. #250909 has solved the error of being able to
download and install large packages, but during the download there
still seems to be a remnant of the error

  $ sudo apt-get install matlab-2011b-uomph

  Reading package lists... Done
  Building dependency tree
  Reading state information... Done
The following NEW packages will be installed:
    matlab-2011b-uomph
0 upgraded, 1 newly installed, 0 to remove and 0 not upgraded.
Need to get 2,330 MB of archives.
After this operation, 0 B of additional disk space will be used.
  Get:1 http://lai.ph.unimelb.edu.au/ubuntu/ main/main matlab-2011b-uomph all 7.13.0-r2011b-6 [2,330 MB]
  75% [1 matlab-2011b-uomph 1,765 MB/18.4 EB 0%] 39.2 MB/s 14s^

Notice how the left percentage is at 75% (which is correct), but the
middle percentage is stuck at zero, and it calculates the size as 18.4
  EB.

I am unaware of how apt works though. Is the 18.4 EB coming from the
server, or is it coming from the apt client itself?
