Bug description:
  I often open the departments list, but then close it again by tapping
  the list header (currently selected department) again. Unlike the rest
  of the menu, it does propagate touch events to the dash behind it and
  if the tap does a small horizontal movement, it flicks to another
  scope.

  expected:
  The whole departments menu should "consume" touch events to prevent this from happening
