  ceph-disk commands fail due to unset cluster name

Bug description:
  This appears to be a regression in the argparse package in python;
  under trusty ceph-disk works just fine, however in vivid, the cluster
  attribute remains unset (despite having a default of 'ceph').
  Attached python demonstrates the problem.
