  Window does not raise staying in the appbar

Bug description:
  Hello!

  When I am using gedit with devhelp plugin enabled. It is setup to show devhelp window after pressing F2.
  But when I press F2 devhelp windows shows only for the first time, than after I minimize it and press F2 again in gedit the devhelp icon is just blinking in the appbar.
  I had the same issue in 11.10. I tried to set focus_prevention_level to none, but this did not change anything.

  Earlier I reported the similar bug for goldendict -

  this bug was marked as a dupplicate of https://bugs.launchpad.net
  /ayatana-design/+bug/627195 I have read thoroughly info about 627195
  and I am not sure that it is the same bug, so I reopen it (especially
  627195 is marked as fix commited).

  I attached also a screencast, I hope it can help to see the problem.

  The same problem is with ubuntu2d.

  I installed also xubuntu - there is everything ok.

  I really like unity, but this is driving me crazy and making to think
  about other wm
