  Add context to i18n.tr(), deprecate ctr()

Bug description:
  i18n.ctr() functions were added two months ago, but they are not in
  sync with our proposed API at
  https://docs.google.com/a/canonical.com/document/d/1qDcfbu9aAj7uU9qzjXCOJn8zGexBnXwZCgO8pLDsO5M/edit#

  We decided to overload tr() and dtr() instead of adding ctr() and
  dctr() to have shorter function names. I propose to add the context-
  variations of tr() and dtr() and to mark ctr() and dctr() as
  deprecated.
