Platform-api tries to open the test library, should it at all? If so, it
should depend on it if it's required.

Bug description:
  I installed unity8-desktop-session-mir but it crashed on dlopen(libubuntu_application_api_test.so.2.7.0)
  This is provided by ubuntu-application-api2-test but this is not installed.
  rdep on it shows:

  ubuntu-application-api2-test
