This is per-design, the short swipe is meant to toggle between two apps
that you used most recently, not through the whole stack.

To get access to the full stack, continue the swipe from the right edge
to display it in full.

Bug description:
  Hi!
  By example you're running 10 apps and I drag a little with my finger from the right side of phone, the current application change to the next. I expect that the next will be the next in the 10 apps, but not, the next will be a loop between just 2 apps.

  It's complicate to explain for me. You can see the problem in this video:
