The unity-scopes-api adds facilities for scopes to implement that
behaviour. Scopes themselves will need adapting to actually use the API
mentioned above.

The dash UI should also show notice that there's limited connectivity
and that results might not be up to date.

  An offline scope is empty. It'd be to have a reload button or the last
  online information.
