That is a known issue that was addressed in newer versions of the
browser by moving the chrome to the top of the view. This won’t be
backported to 14.04 though.

Bug description:
  opening a webpage that has content larger than the canvas will show
  either horizontal and/or vertical scrollbars of which the latter
  cannot be used because the activity/address bar pop-ups on Ubuntu
  14.04.1LTS
