  [Preconditions]
  1.no

  [Procedures]
  Set the system langauage to chinese:
  1.system settings-> language&text -> display language -> chinese
  (reboot as needed)

  Dial a call to the handset:
  2.a new call comes in

  
  [Expect results]
  the notification: message&decline should be translated into chinese

  [Actual results]
  the notification: message&decline appears in english

  [Reproduce]
  Always
