[Bug 1350958] Re: flash option should be disabled when selecting HDR
The HDR+flash mode pre-flash also helped with red-eye reduction, by
constricting pupils.
So, it's nice that the UI reflects that the flash won't be enabled
during exposure, but as a side effect it also breaks the most reliable
method of getting good-quality indoor photos. The pre-flash helps with
focus and red-eye, while HDR with no flash gets the best color. With
the flash fully off it's harder to focus, and with the flash fully on
the colors and lighting get weird.

Bug description:
HDR and Flash are mutually exlusive. If one is on the other has to be
off. Currently you can enable both and it's confusing to the user that
the flash won't work if HDR is on. We should update the UI to reflect
that flash turns off when HDR is on.
