  [shell rotation] shell should wait for app to finish rotated rendering
  before rotating

Status in unity8 package in Ubuntu:
  New

Bug description:
  on Telegram app (and possibly others), in situation when it's loading
  or the UI is slowed fdown for other reasons, and you rotate your
  device, you see a stretched screenshot of the app, until the app
  loads.

  a proposed solution to explore is waiting for the app to finish
  loading the rotated size before starting the rotate animation
