  Shut Down / Suspend / Restart no longer appear in HUD

Bug description:
  In 13.04 we could Log Out, Shut Down, Suspend and Restart using the
  HUD. (Since these items are in the System indicator.)

  In 13.10 this is no longer possible. This is a regression.
