There is no issue with telephony-service, the chinese translation is just incomplete, that string for example is not translated

  Set the system langauage to chinese:
  1.system settings-> language&text -> display language -> chinese
  (reboot as needed)

  Dial a call to the handset:
  2.a new call comes in
