I can't reproduce this.  I tried ubuntu-touch/devel-proposed image 121
on the krillin.  With no SIM, a SIM in slot 1, and a SIM in slot 2.  No
luck.

And this isn't even with the latest unity8 changes that just landed in
vivid (there *was* a change in the SIM page for that update -- shouldn't
cause this bug, but it at least would have been a clue).

Any ideas why it's different for you?  Can anyone else reproduce this?
