  Can adb shell with screen locked

Bug description:

  I can still login to the device with adb shell while the screen is
  locked and turned off.

  1. make sure password is set on the device, turn off the screen with the power button
  2. try to login to the device with 'adb shell'

  What happens: You can login
  What should happen: it should not allow you to login.
