[Bug 1428026] Re: add minimal seed

  migration we want to switch vivid from upstart to systemd, which will
  happen in ubuntu-minimal. Currently ubuntu-touch also uses ubuntu-
  minimal, but we can't switch ubuntu-touch to systemd yet.
