   [photos] tend to scroll to top-left corner when pinch-zooming on an
  image

Bug description:
  (reported first as bug #1413300 which stated it being an unity8 issue)

  Using rtm 204 on krillin
  - go to the photos lens
  - click on an image
  - pinch somewhere in the image to zoom

  often the view scrolls to the top-left rather than staying on the part
  you zoomed
