Bug description:
  When we turo on/off the checkbox for rotation lock in indicators. 
  The gsettings com.ubuntu.touch.system rotation-lock didn't change.

  How to reproduce: 
  1. open the Indicator Rotation page.
  2. click the checkbox to turn on/off the rotation lock.
  When doing 2. Use phablet-shell to go into the phone. And use "gsettings get com.ubuntu.touch.system rotation-lock". It always print out false.
