New information, this bug had been resolve for some time.
And still only on Nexus4
An additional caveat is that this is only occuring when the device is on cellular roaming (Pat with same phone/sw saw this happen in Barcelona, went away when he returned home, and occurs again on biz travel to london)

Bug description:
  this is not seen on krillin

  Image #125 on N4

  1) boot phone and unlock phone to display dash
  2) strike power key to blank & unblank screen quickly
  3) the dash is seen instead of lockscreen for a brief moment

  logging against u-s-c as this was fixed, but power policy changes may
  have effected this
