Title:
FlightMode and WiFi toggles should be unusable while operation is
  InProgress

Status in indicator-network package in Ubuntu:
  New

Bug description:
The current implementation allows a user to repeatedly toggle the
flight-mode and WiFi toggle switches. If a user repeatedly taps
either control, the input events are just queued and the toggles will
flip back and forth until processed.

As the urfkilld DBus methods actually return a success or failure code
via the method reply, we should consider making the toggle switches
inactive until the current operation completes. Providing an
animation would be an optional nice feature.

This should seriously be considered as we continue to face issues with
FlightMode failures in the indicator and lower level components ( bug
  #1427439, bug #1426467, ... ).

I will file a similar bug against system-settings.
