[Bug 1431998] Re: stopping network-manager takes several seconds
I'm having the same problem except it will hang and will not
successfully reboot or shutdown. It hangs and says there is a stop job
running and it cycles through my nfs mounts continuously. If I umount
from my nfs server before rebooting/shutdown it will work fine.

Bug description:
kubuntu 15.04 - when rebooting I'm getting on tty1 a stop job is running for network manager
takes 10-15 secs to reboot
