Martin, I'm assigning the ifupdown and systemd tasks to you, as I'm not
sure how to fix this.  Can you please have a look?

Bug description:
  Ubuntu Core provides no console login prompt if network is
  unavailable.

  If I plug ethernet in, it boots to the login prompt fine.
