I don't think this is happening anymore for some time, probably was
fixed with the fix for bug #1070735.  As such, I'm going to mark Fix
Released.  If this does indeed still occur, we can either reopen this
bug report or open a new one.

Bug description:
  From IRC discussion:

  - the bottom part of the dash (the border kind of thing) flickers to fully transparent and then a few frames later it repaints
  - it happens when there's a window under the border that gets damaged
  - but it must damage only the border, not the normal dash background
  - i see it when my xchat's statusbar updates and somehow it's always below the border part
