Bug description:
When scrolling in the browser, inertial scrolling behaves strangely.
After a flick, the scrolling slows down gently, as it is supposed to,
until it comes to rest. Then it rapidly jumps a further short
distance. This keeps catching me out while attempting to activate
hyperlinks.
