Confirmed that the systemd fixes have the correct effect in the latest
devel-proposed version.  Thanks, Martin!  Now we just need the cloud-
init changes.

Bug description:
  Ubuntu Core provides no console login prompt if network is
  unavailable.

  If I plug ethernet in, it boots to the login prompt fine.
