  Welcome screen partially painted/frozen after reboot

Bug description:
  This is being reported against mako ( vivid-proposed / #166 ) and
  arale ( vivid-proposed / #165 ).

  Every so often when I reboot the phones via the power menu, 'adb
  reboot', or via 'sudo reboot', the device will boot into a partially
  rendered Welcome screen, and the UI will be frozen.

  This happens I would say roughly 30% of the time I reboot the phones
  and requires a hard power off to restore.

  If there's any debug information that would be helpful for me to
  gather, please let me know and I can attach to the bug.
