  Click apps are unable to honor the vibration setting

Status in ubuntu-system-settings package in Ubuntu:
  New
Status in ubuntu-ui-toolkit package in Ubuntu:
  Confirmed

Bug description:
  Any app packaged as a click does not honor the Other vibrations
  setting being disabled.

  Got to Sounds > Other vibrations and disable it

  System settings, dialer, the shell, etc all work as expected
  Gallery, Camera, Calendar, etc do not and they still vibrate on all buttons
