Bug description:
  Steps:
  * kill Telegram and keep it off your launcher
  * wait for a push notification to come in
  * use the launcher item to launch Telegram

  Expected:
  * Telegram launches
  * item on launcher remains, with the count emblem reset and invisible
  * nothing happens on incoming push notification when Telegram on screen

  Current:
  * Telegram launches
  * launcher item disappears
  * launcher pops out on every incoming message
