it's doing the same with indicator or key, seems either a backend or a
design issue

Steps to reproduce:
1.Set volume to zero from Sound Indicator --->Volume or System-Setting-->Sound-->Ringer or Volume +/- key
2.Sound is mute
Expected results:
Device turn the Silent Mode on with a vibration
Actual results:
Sound is muted, but not turn Silent Mode on
