seeding this would cost us around 1M on disk but this way at least
commandline configuartion could be used to set up VPN access on devices

Bug description:
For testing purpose the device needs resources accessible via a VPN.
There is no way to do it without tainting the device, or using an
access point which already have a VPN up.
Could you please add openvpn by default on the devices.
