[Bug 1447917] Re: popup volume previewer should not show up when adjusting volume using a volume slider
ted, do we really need a new action for this? uss is currently using
isound's "volume" method, so I think we already have all the inputs we
need for this.

Steps
1. swipe down from Sound Indicator
2. slide on the volume slider
=> a popup volume previewer shows up
3. enter "System Settings -> Sound"
4. slide on the "Ringer" volume slider
=> a popup volume previewer shows up
Expect
In step2 and step4,
The popup previewer is unexpected, as there is already a slider shows the current volume status.
