the notification is rather an telephony-service or unity8 issue
(depending if that's a backend or ui bug)

  Voicemail alert in notification panel unlinked

Status in unity8 package in Ubuntu:
  New

Bug description:
  When a voicemail alert appears in the notification panel there is no
  way to dial voicemail from there directly. The incoming notification
  that a voicemail has been received does not appear in Messages.
  Necessary to add the voicemail short dial to Contacts and access
  manually from there.
