[Bug 1441746] [NEW] "Missed calls" not displaying translated (first boot only, upstart job env issue)

Test case.
- Switch the phone to Spanish in System Settings > Language.
- Receive a phone call and drop it from the other device.

Expected result.
- A notification is displayed in the messaging indicator.
- The notification is translated.

Actual result.
- "Missed call" is displayed in English.
