Title:
scary failure warning on upgrade from Maverick

Status in eglibc package in Ubuntu:
  Invalid

Bug description:
During an upgrade from Maverick to Natty, I got the attached scary-
looking dialog from libc6 warning me about failure to restart
  services:

"Failure restarting some services for GNU libc upgrade
The following services could not be restarted for the GNU libc library upgrade:

  atd cron cups

You will need to start these manually by running
  '/etc/init.d/<service> start'."

Can we suppress this dialog (I have seen it on previous upgrades, e.g.
Karmic-->Lucid)? I think it detracts from the upgrade experience and
offers limited value to most end users. I suspect end users will not
understand whether this particular error is serious or not; it uses
the words 'failure' and the dialog comes with a big 'warning' icon.
Furthermore I suspect many would not know how to run
  '/etc/init.d/<service> start'.

Fixing the underlying problems that prevent the services from
restarting would be fine, assuming this makes the dialog go away.
